Hebe have a reputation for being tough low maintenance shrubs. Tough I agree with but low maintenance they are not. Hebe if grow properly are terrific and useful shrubs providing both good foliage and flowers. The down side is that they need regular pruning to maintain shape. I like to prune small amounts often, maybe 3 times a year. Hebe flower on new tips so regular pruning will not impede flowering
Hebe do not shoot back easily from old wood so if a plant is leggy it is probably better to pull it out and start again rather than trying to regenerate with hard pruning.
This one is my favourite. It grows to about 60cm x 60cm, the flowers are soft mauve but its the new foliage which is a standout being a deep burgundy red and regular pruning will mean new foliage most of the year.
