Dasiphora fruticosa. syn Potentilla

The shrubby cinquefoil is a small compact deciduous shrub growing to 1m or less both ways. Given the right conditions it has a long flowering season from late spring through to Autumn. During dry years mine has a break over the heat of summer then starts again with the first Autumn rain. Old plants have beautiful flaking bark and I have seen it successfully used as Bonsai.
